  • On Tuesday, at 9:30 am, there will be a Standing Committee of the Whole meeting. Administration will provide an update on the Youth Transitional Housing project, which is aimed at addressing youth homelessness in the community. The project focuses on providing safe, supportive, and resource-rich housing for youth aged 13 - 24 who lack stable accommodation. Following previous Council motions, Administration identified 16 Sir Winston Churchill Avenue as the preferred site, with plans to remove the municipal reserve designation to allow the land to be donated or sold for a nominal fee to prospective operators. A Request for Interest process attracted nine operators, with two submitting full proposals, all indicating the need for City support in land acquisition and ongoing operations. The feasibility study confirmed the need for local transitional housing, highlighting risks youth face when forced to leave St. Albert for shelters in Edmonton. 

  • Immediately following the Standing Committee of the Whole Meeting, there will be a Special City Council Meeting. The agenda includes a report to Council on the 2025 Operating and Capital Carry Forwards and Completed Projects, seeking approval to ensure ongoing projects have the necessary funding to finish. The report recommends carrying forward $455.8 million for 117 Municipal Capital projects, including a $3,800 increase for a truck plow with sander, while closing 42 projects with a $1.1 million surplus to be uncommitted for future use. For Utility Capital projects, $117.7 million is proposed to be carried forward for 39 projects, with 16 completed projects resulting in a $0.5 million surplus. 

  • Council is being asked to approve the allocation of the City’s preliminary 2025 municipal operating surplus, estimated at $3,560,569. Administration recommends transferring $1 million to the Stabilization Reserve to strengthen the City’s financial resilience and support approved 2026 projects, while the remaining $2,560,559 would go to the Capital Reserve to replenish funds for future infrastructure and capital projects. The surplus represents approximately 1.46% of the 2025 municipal operating budget. Final adjustments to the surplus will be confirmed following the audit, with the audited financial statements scheduled for Council review on April 17th, 2026.

  • A recent survey from Nanos Research reveals that St. Albert residents view high taxes and heavy traffic as the main factors affecting their quality of life. Conducted between September and October 2025 with 443 respondents, the survey found that 28% cited high taxes, down from 35% in 2019, and 25% cited traffic congestion, slightly down from 27% in 2019. Despite these concerns, 66% of residents rated the city’s overall quality of life as very good, with parks, green spaces, safety, and low crime contributing to positive perceptions. The survey also highlighted that 20% of residents see managing city growth as the top issue for Council. Downtown vibrancy remains a focus, with 35% of residents visiting downtown weekly and nearly 70% satisfied with its amenities. 

  • Members of the Big Lake Environment Support Society (BLESS) remain concerned about development south of Meadowview Drive near the north shoreline of Big Lake, but their outlook has improved following a February 10th meeting with St. Albert’s planning department. BLESS director Tony Druett emphasized the importance of protecting the area and ensuring any stormwater-management facilities are designed in an environmentally sensitive way that integrates with future parks, trails, and natural areas. The Society also called for a comprehensive plan for the entire area between Meadowview Drive and Big Lake, with public review similar to Area Structure Plans. BLESS hopes detailed designs will receive some public exposure before tendering.
