• City Council meets on Tuesday at 9:30 am, and one of the items up for a decision is a request to delegate land-buying authority for the Lakeview Business District Servicing Project. The motion would authorize the Chief Administrative Officer to approve and execute all land agreements needed for the project, provided each agreement stays within the project's approved capital budget. The Chief Administrative Officer can normally approve land purchases only up to $499,999, and several of the individual acquisitions are expected to exceed that limit, which would otherwise force Administration back to Council for each agreement. The project is anticipated to affect 17 parcels, ranging from partial acquisitions to full buyouts, with fair market value set by licensed independent appraisers. Funding already sits within the project budget, so the City says there is no new financial impact, though Administration has flagged delayed land acquisition as a significant project risk because construction should not be tendered until the land agreements are secured.
  
  
• Also before Council on Tuesday is a request to increase the budget for intersection improvements at Boudreau Road and Campbell Road by $1,025,000, bringing the total to $4,653,100, with the additional money drawn from the Capital Reserve. The project was originally approved at $3,628,100 as part of the 2026 Municipal Capital Budget, a plan of 27 projects worth $37,978,100 that Council approved in June 2025. Transportation Manager Dean Schick of Engineering Services says the east city entrance intersection has seen increasing motor vehicle collisions and peak congestion that exceeds its vehicle storage capacity, with delays spilling into nearby intersections. The planned work includes extending the eastbound right- and left-turn bays to add storage and ease queuing. Administration attributes the increase to construction tender pricing that came in above the approved funding, and says a portion of the added money is expected to be returned to the Capital Reserve once the project is complete.
  
  
• Councillor Sandy Clark has given notice of a motion directing Administration to study a Community Response Unit. The motion asks Administration to explore the feasibility and estimated capital and operating costs of such a unit to support frontline emergency response alongside the City's fire apparatus and integrated ambulance service. Administration would report back on potential operating models, staffing and deployment, integration with existing Fire and EMS operations, impacts on response times, best practices from comparable Alberta municipalities, and any funding, partnership or phased options. Producing the report carries no direct cost, but Administration cautions that standing up a new service level could carry upper-end implications of roughly $180,000 in capital and $1,600,000 in annual staffing and operating costs per unit. The motion follows Council's decision last month to keep its integrated Fire and ambulance model under a new five-year contract.
  
  
• Councillor Sheena Hughes has given a separate notice of motion on installing Remembrance Day banners in the downtown area. The motion directs Administration to explore installing the banners in partnership with the St. Albert Legion, Branch 271, and to report back with costs and requirements by July 14th. The Legion presented examples of memorial banners from other communities to a standing committee earlier this month.
  
  
• A St. Albert resident is advocating for a new outdoor replacement of the St. Albert the Great statue that disappeared from Founders Court in 2023. He has offered to contribute $25,000 toward fundraising efforts, arguing that the recently installed smaller indoor replica at St. Albert Place does not adequately replace the original artwork. The resident says he hopes to work collaboratively with City leaders, staff, educators, and residents to determine whether a new statue should be created and where it should be located.
