The Standing Committee of the Whole will meet on Tuesday at 9:30 am. The agenda includes a discussion about construction waste options. An evaluation of the options scored eight potential approaches based on ability to store waste at source and ease of implementation. The top-rated options, each scoring 5 points, are: Community Standards Bylaw (high storage ability, moderate implementation), Advisory Notes on Development Permits (moderate storage ability, easier implementation), and Communications Campaigns in collaboration with developers (moderate storage ability, easier implementation). Other options such as the Safety Codes Permit Bylaw scored 4, while amendments to Surface Drainage Bylaw and Development Security Policy scored 3. The lowest-scoring strategies, each with 2 points, were using a Business License Bylaw or an Operating Business Case for a Clean-Up Fee, reflecting limited storage impact and challenging implementation.

The Committee will also discuss the Youth Transitional Housing project to address local youth homelessness. Following recommendations from the 2018 Mayor’s Task Force to End Homelessness and a 2023 feasibility study by CitySpaces Consulting and Covenant House Vancouver, the project aims to provide a “youth hub” offering safe housing, life skills, and access to health, education, and employment supports for youth aged 13-24. Administration has identified 16 Sir Winston Churchill Avenue as the preferred site, with Council set to consider a bylaw on March 17th, 2026 to remove its Municipal Reserve designation, allowing the land to be donated or sold at a nominal fee to facilitate development. A Request for Proposal (RFP) will be issued to select an operator, following which Council will look to approve the land transfer.

The Policing Committee will meet on Tuesday at 6:30 pm. The agenda includes Alberta Association of Police Governance (AAPG) membership, the Lifestyle Expo and community engagement, the Policing Committee workplan, and the Community Safety Plan. Very little additional information is available.

St. Albert’s Musée Heritage Museum has announced its lineup of exhibitions for the 2026 season, highlighting different aspects of the community’s history. The museum is currently hosting an exhibit on St. Albert and the Northwest Resistance, which explores how the 1885 conflict associated with Louis Riel affected local residents and has drawn strong attendance. Beginning April 14th, a new exhibition will examine the history of newspapers in St. Albert, including early publications like the St. Albert Star and the St. Albert News. Later in the year, an exhibit running from August 4th to October 31st will focus on uniforms, showcasing items from sports teams, scouts, the military, religious orders, and police. The final exhibition of the season will explore St. Albert’s coal mining history, including the Starkey and Cardiff mines and the community’s role during the Klondike Gold Rush. The display will also touch on related industries such as local brickyards and the region’s more recent connection to oil and gas development.
- St. Albert Council approved two redistricting applications on March 3rd, including a change along Bellerose Drive from Direct Control (DC) to Trail Corridor Commercial (TCC), giving the site more flexibility for development. The TCC district allows a wider variety of uses, including professional offices, medium- and high-density residential, mixed-use buildings, and specialized services like animal grooming or supportive living accommodations. Developers say there are no immediate expansion plans, but the TCC designation will let them approve new tenants more quickly without needing Council approval for each change. The second redistricting in North Ridge Phase 2 adjusted 0.10 hectares of land to align proposed subdivision lines with public park and small-lot residential uses, supporting the completion of Phase 2 of the neighbourhood in the coming years.
