This Week In St. Albert:

  • On Tuesday, at 1:00 pm, Council’s Committee of the Whole will continue the meeting they began on October 24th. The Committee will hear portfolio overviews from Community Services, Public Works, Recreation and Parks, and Transit Services.

  • A local developer, and former City Councillor, is urging the City to relax its regulations on billboard spacing, highlighting discrepancies in the zoning laws that allow strip clubs and cannabis stores to be closer together than billboards. Under the current Land Use Bylaw, billboards must be 150 meters apart without digital displays and 300 meters apart with digital ones, while adult entertainment establishments only need to be 25 meters apart from each other. The developer argued that these restrictions are excessive, particularly given the limited available space on St. Albert Trail.

  • St. Albert is experiencing a significant increase in demand for its low-income subsidy program, with requests rising by 159% over the past five years and 50% since 2022. City staff attribute this surge to inflation, economic conditions, and an influx of newcomers, which has created barriers for low-income residents in accessing essential programs. In response, the draft 2025 budget proposes adding $200,000 to the subsidy program, raising its total funding to $517,000.

 


 

Last Week In St. Albert:

  • Councillors heard that St. Albert residents are facing a municipal tax increase of 4% for 2025. The proposed municipal budget totals $216.2 million. Significant revenue changes for the City include gains from user fees and investment income, although there are losses due to updated provincial photo radar rules. The utility operating budget is set at $54.6 million, leading to a 7.2% increase in utility bills. Council budget deliberations will continue over the coming weeks.

  • The draft municipal budget proposed $20.2 million for new infrastructure projects in 2025, alongside a recommendation to postpone nine additional projects to maintain financial stability. City staff plan to advance ten infrastructure projects, including a $10.6 million expansion of the transit garage and $4.7 million for road construction. Additionally, the City has established a 10-Year Municipal Capital Plan, projecting a total investment of $813 million, with over $300 million allocated for repair and maintenance.

  • Also proposed in the budget is the hiring of a Climate Adaptation Specialist, a position aimed at updating the City's climate adaptation plan and aligning it with regional strategies. This role, along with 13 other new full-time equivalent positions, is projected to cost $1.9 million. The budget suggests that there is potential for significant returns on climate-related investments, estimating that a $3.2 billion expenditure over the next decade could yield $2 to $6 for every dollar spent. Additionally, the budget includes provisions for a new fire marshal, transit supervisors, and various other support roles. Councillors are currently debating the proposals, with final decisions expected in the coming weeks.
